Greg Christopher's/Dark Horse Game's Cascade Failure RPG can be easily adapted to just about anything. Alternatively (pardon the pum) the old Alternity system worked well for modern gaming. The Dark Matter setting guide (sort of an X-Files type setting with magic, conspiracy features and the supernatural) was especially good.
Right now I would look at CoC or BRP from Chaosium as being able to handle a modern or near modern setting. Including magic is not impossible either with those systems...

For non-superhero gaming, either some flavor of Unisystem, or Unknown Armies, depending on the tone of the game I'm shooting for.
SpyCraft or FATE depending on how my crunch my mood demands.

I recommend *not* using d20 modern. Very bland, not realistic.
