No. I am playing around with the new D&D4 character builder.
It is everything the old character builder had and more. The interface is clunky in places and sometimes slow, but all in all it is a great tool for anyone playing any type of D&D4.
My biggest complaint so far? I can't use my own images for characters.
There are some bugs, but nothing that I can't work around really.

My only issue is that you have access to only half the Player Books...no Essential, Druid, Ranger, Paladin or Warlock!
Yeah.
But what they do have looks nice.
It does have all the hard-bound D&D4 books and all the Dragon and other material that was in the first CB.
Yep I see that BUT if the Essential line is the big push then why don't we have access to that.
Don't get me wrong I like the new builder BUT I hate to death see the piecemeal approach...
